2. Moderately structured Problems problems that require varying strategies according to the situation
3. Ill Structured Problems problems with unclear goals and ill defined strategies.
Pay-off matrix is a tabular representation of a problem and its combination of possible alternatives in a matrix. Decision makers are to choose the best option with the help of tabular orientation of problem alternatives.
Well Structured Problems are those problems in which we have the defined, clear causes of problems, alternatives and possible solutions to the problems which are obvious and understandable. Computer simulations are used in case of well defined problems.
Example of well-structured problems can be the problems of mathematics specially questions of factorization. Whereas, in case of Policy Problems we can say that a problem whose parameters are given in the problem statement.
These are those problem in which it is quite difficult to judge the existing state and desired state. These involve many decision makers and it is difficult to opt single alternative for such problems. So we can say that these are the problem which have many alternatives, many solutions, many constraints, many goals. And when we have many options then it is difficult to have consensus on single option by the stakeholders.
