Questioner is based on the perceptions of respondents regarding the issue; it is just a game of perceptions, there may be personal biases of respondent, the perception may also be influenced by the degree of willingness to response, environment in surrounding, and many more factors which directly affects the perception of respondent.

Different people are assuming that wikileaks are invention of CIA. The famous Daniel Ellsberg is an american who disclosed the US document after Vietnam War and known as Whistleblower.People like him and Julian Assange are not syndicalists. They are reformers!

Freedom of information in capitalist system comes under Public Good. A good that is the responsibility of government to provide to there citizens. Should government reveal the information of that nature ? The one disclosed by these Whistleblowers. Government officials -- the rent seekers, have courage to do this ?

A famous book nowadays - Government Secrecy by Jan Goldman and Susan L. Maret questions the existence of democracy and secrecy with a lot of interesting critique.

Daniel , Julian and many others are the outcomes of the value system of these western societies. This is what I believe! What you guys think ?

Exchange Student Program - HEC

Dear All Concerned

I would like to inform all of you that Higher Education of Pakistan has given a new policy for student exchange program for Pakistani Universities.
- Student of NDU can take course in any other university like say for example QAU, NUST, LUMS etc.
- The course which student would like to take in other university should not be offered in NDU. Otherwise, they should take course in NDU.
- Student have to inform well before time of semester start for proper documentation among concerned university's department.
- Student have to submit the fee to that University's department, the course will be mentioned in student transcript(Host Institution transcript).

What should we teach in public policy ?

Public Policy is not a new discipline in itself. It is one of the offshoots of Political Science and Public Administration. The discipline's problem oriented approach has made it inclusive -- all disciplines are integrated to get best solutions.
Though, it has just started in Pakistan and getting pace with public and private sector universities. Are we ready for this discipline ? How we should teach this course to get maximum outcomes ?
There are different debates on this issue. Some suggest it should have a major component of quantitative and economics, where some believes that it should be Political Science and leadership focused, and some some believes that it should be technology focused.
"The Harris School of Public Policy Studies at the University of Chicago has a more quantitative and economics approach to policy, the Heinz College at Carnegie Mellon uses computational and empirical methods, while the John F. Kennedy School of Government at Harvard University and the Trent Lott Public Policy Leadership Institute at the University of Mississippi have a more political science and leadership based approach. The Indiana University School of Public and Environmental Affairs provides traditional public policy training with multidisciplinary concentrations available in the environmental sciences and nonprofit management. The interdisciplinary Engineering and Public Policy department at Carnegie Mellon addresses problems in public and industrial policy in which the technical details are of central importance." source:http://en.wikipedia.org/wiki/Public_policy

National Defence University - Department of Government and Public Policy is not an exception in this regard. We are interested to learn that what mix we should offer to our students.
Is our program at NDU is Political Science and Leadership focused like Kennedy School of Government and Public Policy ? or Quantitative and Economic focused like Harris School of Public Policy Studies ? or Technology focused like Carnegie Mellon Heinz School?

What we can do for Flood Victims ?

Hello

As you all know about the flood devastation. Almost 20 Million Pakistanis are suffering and need food, water, medicines and shelter. Where 0.8 Million are reachable only with helicopters. This is the toughest time for us and our nation.
How you guys are contributing for these victimized countrymen ? Have you launched some support for these effected people ?
What should be the response from the government ? What is lacking from government ? No one can comment on later two question without going into the areas by himself. May be a journalistic or discussion from the media make your perception. But What is reality we don't know! Any body amongst us has first hand information that what is going on ? Can anyone suggest what should be the way forward ?

Economic Aid, A contribution for the positive change or negative ?

There is a definite difference in Economic development and Economic Aid. World's most economies affected by conflicts are supposed to be improved with the economic aid by the developed economies in the form of donations or aid through the NGOs.

It is very important to understand the role of economic aid that it has positive or negative effects. On the other side the questions arises why devloped countries provide aid? What are the stakes for these countries into the conflicted zones. The impact of stakeholders should be analyzed in context of conflict.

Value Added Tax (VAT)

Pakistan government has delayed VAT upto Oct 1, 2010 rather than implementing on
Jul 1, 2010. VAT is facing bitter opposition at all levels of state like provincial to private sector. Leading cause in implementing VAT is to increase the tax base and to cater the un-documented economy. On the other side, it will increase inflation and burden on taxation system of Pakistan. Pakistan government has already attempted to introduce VAT in 1996 but failed due to lack of follow-up and proper planning.
Majority of VAT stakeholders do not know what exactly VAT is and how it will affect?
VAT is value added tax levied on each stage of value addition to raw material in the process of finish good as well for services. VAT is ultimately payable by consumers with the provision of repayment to manufacturers who have already paid VAT at earlier stages.
Currently it is proposed at 15%. VAT will include goods and services in its base while pervailing sales tax is only meant for goods.
VAT will increase the inflation, especially in services sector and ultimately burden will be shifted to the consumers. For example, advocates are not included in the sales tax net, but with VAT, they will be payable of tax.
One major benefit of VAT will be the documentation of economy's every ingredient.
Being the student of public policy, i will suggest that VAT may be implemented in steps with low tax rate of 5% ~ 8% rather than 15%. This will be beneficial to gain the trust of stakeholders and the burden will be well managed by FBR.

Place at the Table: Post-Positivist Attack

Hello,

In the mentioned article, Durning has summarized the Post-Positivist critique on Policy Analysts as "at best purveyors of ineffectual advice, and at worst, tools of tyranny". Although, the article goes on to call this criticism a "decontextualized caricature", but rejecting a point of view out of hand labeling it such has raised questions. The article goes on to say that Policy Analysts had come to be viewed as legitimate actors with defacto and dejure influences over political decisions.

1. How can they be "viewed" as legitimate with such powers and influence when there is no constitutional view about their legality?
2. Are we concerned about the Post-Positivist view? If we are, which we obviously are, why a detailed analysis of their view point has yet remained out of discussion?
3. Rivlen believed that Policy Analysts have probably done more to reveal how difficult the problem and choices were, rather than making decisions easy for the decision makers, if this is true for Policy Analysts, what is to be done to change that view?

DEFORESTATION (POLICY ANALYSIS PROJECT) BY RAJA TAIMUR HASSAN

PROBLEM STATEMENT:
" The rate of deforestation in Pakistan is 40000 hectares per year which is very high and alarming"

OVERVIEW:
Deforestation is one of the most significant global environmental problem. Total area of Pakistan is about79.6 million hectares and total forested area area is 4.224 millions hectars which is 4.8 % of the total land. Forest are largely concentrated in the north west frontier province(NWFP), approx 40% of the total forested area. The rest is shared more or less equally by other provinces. Balochistan 14 %, Punjab 14.4 %, Sindh 9.4 %, Northen Area 15.7 % , AJK 6.5 %. This estimate is taken from the Foresty sector master plan (FSMP).

WHY THIS IS PROBLEM:
Lake of administration, lake of political will on the part of state actores, lake of a sense of ownership of forest by the local communities and the presence of powerful timber smugglers and illegal logging.

Difference between Output and Outcome

Some social science researchers do not differentiate between the output and outcome, while output is the instant product of an act as outcome is the effect of an act over the time. An example can better elaborate this.
A program is launched with the intention to secure food security through wheat support price. Wheat support price is raised from 650 per 40kg to 950 per 40kg as support price. Here output is the increase in the production in very next crop or more cultivation of wheat in next season due to attractive price and outcome will be the excess wheat assuring food safety.
