What I understand from your question is explained below;-
Inductive address to the problem is that the solution to the problem comes from inductive logical reasoning. For example we can induce a thought or perception from a logic. If sparrow is a bird and has wings then all birds have wings. In contrast to this we have deductive reasoning its example is, if all birds have wings then sparrow should have wings.
As far as, Collective Address to the problem is concerned then I shall contend with what Azizullah Salar has commented. Collective Action is mostly associated with the public problem. Whereas, public problem in turn needs to be addressed by Government. So we can say that Collective action is very much involved with Policy Analysis if solution to the problem is done by Government.
i think inductive problem is about the specific individual problem which is address by the policy analysis and collective is society problem.
