Let me ask why we want to do Program Evaluation. Does it suits to developing countries ? What should be the mechanism for more effective utilization of resources - Any out of the box solution ?
Keeping everyday rhetoric out of the picture, yes program evaluation suits developing countries.
The second question is ambiguous, are we talking about effective utilization of resources in the context of Public Finance? If yes, how is it relevant to Program Evaluation specifically?
As I understood from the Kellogg handbook that program evaluation is wrongly interpreted to only criticize programs.In fact the most important function of it seems to be to point out the improvements and to further give suggestions I believe. That way we can analyze if the resources have been appropriately utilized and if not what was lacking and how it can be improved.
we want to do program evaluation in order to get to know about the outputs,outcomes and impacts of that program.it suits the best for developing countries because resources for running such programs are either loaned from international financial instituitions or granted by international donors.wasting away such money with no output is totally unfair.if we make the community for which the program is run, a major stakeholder it will be helpful for effective utilization of resources.
Program evaluation encorporate many tasks into it. it is not only the evaluation report for publication process. I must say it contributes a lot especially when we are dealing with public goods n stuff like that. Furthemore the concerned thing is outcome not the output because the output approach is short term evaluation for any program whereas we as a policy analyst are concerned about the long term approach which leads to justify the facts and figure about our society, that how the program changes the idea, thinking and behaviour of the society. In fact it also evaluates that whether it was the program or other factor which were influencial to the society, as these interpretation are misleaded a lot especially by the Monitoring and evaluation experts (w.r.t output and outcome)
ummm yes program evaluation suits to developing countries...by evulating a program,we can conclude what was the output and outcome of this program and what flaws has been made in the respective program.so that next it should be more properly planned regarding the outcome.
Program Evaluation is not only meant for the word "Program" , it is much more broader in reality and comes with Evaluation Research. Commonly it is perceived that program evaluation is the critique of any program, project or policy which is totally wrong. Program Evaluation is a research methodlogy which helps to find out the nearly accurate steps for the dsired or set targets. It is to facilitate the initiative because the esources used are aways scarce and the target audiance wants the solution.
For my understanding, Kellog Handbook is not meant for us and it has less information if i compare this one with Bardich. This is purely for Project Evaluatin while we need the Program or Policy-Making Evaluation. This is good to keep in mind as many advices bt not as a practical comprehensive book.
Because the most of the jobs are related to program evaluation and management so i want to get sound knowledge of program evaluation that’s why I am interested in program evaluation.
I guess program evaluation has nothing to do with the stage/level of development of countries. it is equally necessary for developing countries as it is for developed countries. A program has to be evaluated no matter in which kind of country is it being carried out. Evaluation paves the way for the program initiators to make a decision about whether pursuing it or not, and if evaluation of the program brings out some thing positive, then surely the decision of implementing same program in similar enviornment becomes very straight forward. we do program evaluation to match our percieved output with actual output. for efficient utilization of resources the most important thing is data. if u have exact data available it is a better chance of utilizing the resources efficiently!!
Program evaluation mainly focuses upon two things:First,the fact that there is no enough money to tackle every single issue,and second f we even have money, it takes more than money to solve complex human and social problems. As not everything can be done, there must be a basis for deciding which things are worth doing.this is the point where we bring in programme evaluation. the purpose of programme evaluation is not to make the programme accountable but to suggest the ways to bring improvement in it by pointing out weaknesses of the particular programme and to appreciate its outcomes.
Program evaluation is used in the public and private sector, many firms needs professional to evaluate the program. without evaluating u have no idea about program success. so program should be evaluated.
