How our belief Changes Policy Recommendations ?

  3. Our beliefs have reflection on our thoughts and do change our policy recommendations,even if we try to remain neutral.Because there is always something in the back of our minds related to our beliefs and we follow them in making policy recommendations.

  5. We have different thoughts and beliefs positive negative or incidental. Our thoughts and beliefs are the result of influences and experience.
    To change our beliefs is, I think is basically the challenges for ourselves to open our mind and to expand our thinking, if we ask a quest with ourselves that " WHY DO WE BELIEF THAT? OR WHY DO WE THOUGHT LIKE THAT ? " instead of " WHAT DO WE BELIEF THAT OR THINK LIKE THAT?" , if we are able to discover the reason of WHY, it is easier for ourselves to change WHAT, we can also get rid from our captive mind by supposing ourselves to different ideas, culture, environment etc that influence us, and may be helpful to change our captive mind ,
    as a policy analyst we can't think only for ourselves, to get welfare maximization a good policy analyst set a model(ideal person) in his mind and behave, think, and act like that!

  6. as a policy analyst we do not think for ourself. we only think of our organization's benefits or for the society as a whole. there is no question of individual thinking. as a policy analyst we dont go for personalities. personalities have nothing to do with policy making. we just go for smart practices worldwide.

  7. personal beliefs play an important role while formulating policy recommendations. we should better leave our beliefs not mingled with our policy recommendations. we should go for smart practices around the world to get a fair idea for our policy recommendations. if we take into account our beliefs while giving policy recommendations, they will be biased. although it is not possible to completely ignore our personal beliefs while giving policy recommendations but we can try to minimize it to get maximum benefits.

  8. Ashfaq I referred to my earlier post. How we can minimize our biases ? Mostly they are wrapped up in/with our beliefs. What about questioning the questions ?

  9. Sir, yes! We can get rid of our captive mind and our thought, but it requires lot of efforts. My suggestions are as following ,as asked by sir mohazzam .
    1.To be more open minded and receptive
    2. To be more educative and knowledgeable
    3.To believe in research, meaning by seeing
    feeling, observing, experiencing and then commenting
    4.By having sound knowledge of own history, religion, culture and that
    of other nations too, to have a balanced and neutral approach.
    5.By interacting with others, especially with those, who belongs to other
    School of thoughts.
    6.By visiting other nations and countries, if possible. Otherwise through
    available literature and internet
    7.By becoming good listeners ,having tolerance.

  10. our beliefs change policy.for example if any enumerator during a survey he shows biasness and ignores some of population.then there will be a great problem after policy implementations.
    hence our beliefs change policy outcome.being a policy analyst we have to ignore our beliefs and think of national interest.

  11. I don't think that we can totally eliminate the biasness from our belief system that affects the policy decision or recommendation. So thinking that it is unbiased is not possible. Other than that every policy has some hidden motives even to give relief to it citizens or maximization of social welfare or to oblige any policy maker or politician. I believe that policy is never unbiased.
    And to minimize the biasness we have to buy the policy which means policy should be made by the people who do not have any interest. For example if we see the role of IMF in our country, they are here to overhaul the system and they want economic stabilization. And the price is unacceptable Tax and tariff policies. And if we analyze the long term effect of IMF policies they are good for the country.

  12. How the people outside the system can properly understand what should be the policy ? As you said that everyone has his own biases. Then these guys from IMF and world bank should have their own biases! How they can give us best policies ?

Inspite having own biases,sometimes people outside the system are required/accepted for formulation of policies at home,purely basing on their experties.IMF and World Bank surely have their own biases and can not give best policies suiting to our environment,even then they make polies for us as we wish so.A sincere outsider can make a good policy for other,if he intends to do so,but who can be sure about it.The best policy to this dilema is to produce good policy makers and analysts at home as of FCS,GPP DEPT,NDU,ISLAMABAD.

  15. people outside the system are not accepted or invited for policy formulation by choice rather it is a pre requisite of the donors to hire their experts for policy formulation and consultancy. we do not wish so but we are forced to do so.we do need good policy makers and we already have but they are usually ignored in the policy making process. a strong political will on part of the politicians and sincere efforts on part of the people is needed to put Pakistan on the part of development.

  16. as mentioned above IMF and world bank.As we have different culture and they don,t know about that.however if these organisations search our society.some how they can reach to a result even then they can,t make a policy alon. They have to work with some of specialists from our society.

  19. Beliefs are all about what a man think and show practical response by his action about anything which shakes his mind. Belief usually develops through social environment in which a man lives. So, for a policy decision belief s play a pivotal role. For policy recommendations a policy analyst must have a broad thinking so to get maximum human welfare. Because biasness in a policy has not a good effect on whole policy environment. It’s a true fact that belief directly influences the policy recommendations

    Having there own biases, according to their expertise they make policies, but before that, we ourself go to IMF or WORLD BANK for the need of policy making experts, here I agree with Ashfaq,that it is prerequisite by the donors to hire policy consultants.
    Now the next question is how these(IMF..)give us the best policies? they have expertise to make the best policy although we have also good policy makers, but our govt. refer external policy consultants instead of internal policy makers. so the policies of IMF are the best(according to them) instead of having their own biases.

    i want to say that these organisations in our society can,t work alone because these organisations don,t know our culture Then how they can make a policy for us.i said that if they work with some of our people then they can know about us and will be able to make a policy.

  22. Yes, of course IMF and World Bank make good policies, but they keep their interest foremost and then ours. They can not be unbiased at all as they have to follow the policies of the organizations to witch they belong. So we should give chance to inland policy makers and analysts.

  23. Policy analyst chooses to decide among number of alternatives. Policy analyst when consider only given some alternatives is basically a lip serving. Personality and style of the policy analyst are very important factors to consider.
    Effects of biases
    Biases introduced by the people who participate in the process. Biases tend to distort information and hamper adjustment to unfolding circumstances. Policy analyst must guard against distorted . personality and style will be reflected in the information of alternatives by which the analyst consider and final course of action settled on.. analyst must pay close attention.. consensus play an important role..

Some time belief can’t be change even by going through different literature of study and even knowing facts and figures, the complete alteration of belief is not possible, because people have natural attachment to issues in their society…. Yes by pondering over the consequences and negative externalities of one’s rigid belief can make him or her fixable but again it depend upon the nature of belief. Difficult question to address sir… :(
